The Huntingdon County Commissioners are accepting application for the position of ADMINISTRATOR OF CHILDREN AND YOUTH SERVICES.

This position exists under the general supervision of the Huntingdon County Commissioners to plan, organize and direct the work of the county Children and Youth social services program involving complex and varied administrative and community organizational responsibilities. This is full time position with a benefits package.

Job Duties/Responsibilities
Provide staff and case supervision, interpreting state and federal regulations and advising staff of same. Oversee all agency operations including preparation and directing the compilation of reports, correspondence and the maintenance of files and records. Conduct management and case staff meetings. Prepare annual service plans and budget estimates and approve expenses and expenditures. Interview agency personnel and train staff on current policies, programs and procedures, making recommendations to the county commissioners on employee selection and/or discharge in accordance with duly authorized and approved personnel policies and procedures. Provides for the continuing development and evaluation of training programs to meet staff needs. Attend advisory board and other committee meetings, conferences and training seminars, meets regularly with the county advisory board and the County Commissioners to present and interpret needs of the county's children and youth social services program. Attend court hearings and assist with emergency on-call services. Negotiates awards, evaluates and monitors contractual agreements to provide necessary services. Able to react productively to change and handle other essential duties as assigned. Job Specifications Education - Bachelor's degree required. Experience - Five years of progressively responsible experience in the field of social services, including two years in an administrative or supervisory capacity in a children and youth social services program agency, or any equivalent combination of experience and training. General Requirements Good working knowledge of office terminology, procedures and equipment, including computer, typing and telephone skills. Good knowledge of business arithmetic and English grammar. Ability to speak and write English and effectively communicate in an appropriate manner. Ability to understand and follow complex oral and/or written instructions. Ability to make major decisions using good judgment and acting in accordance with established policies and procedures. Must possess initiative and problem solving skills. Must possess ability to function independently, have flexibility and the ability to work effectively with clients, co-workers and others. Must possess ability to maintain confidentiality. Specific Requirements Knowledge of modern principles, practices and development in the field of children and youth. Knowledge of the principles and methods of administration, supervision, and community organization. Knowledge of social, economic and health problems and available resources as related to children and youth. Knowledge of modern principles and methods of planning and conducting training studies and surveys. Knowledge of juvenile Court and Probation office practices. Ability to plan, organize, direct and evaluate the work of the Children and Youth program staff. Ability to exercise judgement in interpreting and implementing departmental, state and federal policies and procedures.
